The new campaign of institutional integrity and transparency of the Military Forces in Colombia

In order to strengthen the culture of integrity and transparency, of compliance and execution for all members of the military institution, the General Command of the Colombian Armed Forces presents the campaign: “Yes, I swear” This campaign purpose is to motivate strict compliance with the National Constitution and the laws, intends, under the expression of the slogan: “Yes, I swear”, to evoke that sublime moment of the oath to the flag, in which the soldiers of land, sea, air and river, promise obedience and fidelity to the Colombian people.

The institutional campaign is framed within the guidelines established in the Manuals and Codes of Ethics of the Institution, which has always promoted a philosophy of rectitude and good conduct of the uniformed and non-uniformed members, for the application and transversal deployment in all administrative, logistical and operational processes.

In this sense, it seeks to strengthen the knowledge of the Joint Strategy for the Application of Transparency and Ethics Standards of the Military Forces, the promotion and awareness of the individual practice of institutional principles and values and the motivation to denounce possible situations that attempt against the legitimacy of the institution.

Likewise, the Military Forces shall implement more actions to strengthen the traceability and transparency in the performance of intelligence, counter-intelligence, and recruitment activities, which will allow for the improvement of processes in compliance with the constitutional mission. In this regard, we would like to communicate the following five decisions:

1. The post of Delegated Inspector for Intelligence and Counter-Intelligence is created in each of the Forces, with the specific mission of inspecting in a specialized manner the processes of Intelligence and Counter-Intelligence, guaranteeing the faithful fulfillment of the mission, the Constitution, the Intelligence Act and its regulatory decrees.

2. Implementation of the “Joint Integrity and Transparency Strategy for the Military Forces” with three lines of action focused on promoting prevention, strengthening control and maintaining the Zero Tolerance policy against corruption.

3. Standardization of the certification of compliance with the credibility and reliability study of personnel aspiring to integrate the Military Forces'; Intelligence and Counter-Intelligence agencies or units, applying tests with priority to sensitive and critical positions, before November 30, 2020.

4. Modification of the evaluation standards that guarantee the suitability, transparency and credibility during their permanence. Likewise, the control, evaluation and monitoring mechanisms of those who are part of this subsystem will be reviewed under the principles of integrity and legality.

5. Strengthening of the institutional channel 163 “Línea del Honor” to optimize the process of receiving reports on alleged cases of corruption and irregular conduct, in accordance with Article 39 of Statutory Law 1621 of 2013. This line will maintain direct communication with the General Inspectorate of the Military Forces.

It is our commitment to maintain an unpolluted Military Force, which throughout more than 200 years of service to the Fatherland has felt the support, trust, credibility and respect of all Colombians.
